The Induksi PPL course is designed for qualified professionals aiming to serve as External Verifiers (Pegawai Pengesah Luaran, PPL) under the Malaysian Skills Certification System (Sijil Kemahiran Malaysia, SKM). This 2-day program equips participants with the knowledge, procedures, and professional ethics needed to ensure quality assurance and standard compliance in candidate assessments across accredited centres.

Course Objective
To prepare and qualify individuals to carry out independent verification of assessments under the Department of Skills Development (JPK) system, in accordance with national guidelines, competency standards, and regulatory frameworks.

1. Introduction to JPK & Malaysian Skills Certification System (SPKM)
- The role of JPK and CIAST in national TVET
- Overview of SKM/DKM/DLKM structure
- PPL’s role in the National Dual Training System (NDTS/SLDN)
2. Understanding the PPL Role
- Responsibilities and boundaries of PPL
- Professional ethics and impartiality
- Coordination with Pegawai Penilai (PP) and training centres
3. Quality Assurance Process
- Pre-verification, during verification, and post-verification stages
- Review of evidence, candidate portfolios, and documentation
- Compliance with NOSS standards and Centre operations
4. Standard Verification Procedures
- Tools, templates, and reporting methods
- Sampling methodology
- Decision-making and feedback mechanisms
5. Legal & Documentation Requirements
- JPK's official forms and submission processes
- Recordkeeping and audit compliance
6. Mock External Verification Simulation
- Case-based scenarios
- Portfolio review practice and result justification
7. Final Evaluation & Certification
- Q&A session, written knowledge check
